2021 CENSUS FOR ENGLAND AND WALES

A Census Order for 2021 Census for England and Wales will be laid before Parliament in the New Year. This sets out the content for the census to be held in 2021.

The Office for National Statistics [ONS] draft proposals were outlined in a white paper published in December 2018. The white paper indicates the government’s intention to retain a mandatory ‘Sex’ question with no option other than gendered responses ‘Male’ and ‘Female’.

Evidently the needs of non-gendered people and intersex people have once again been ignored.

The Census Order will be laid as a statutory instrument therefore no parliamentary debate or vote will take place. The legislation setting out the content of 2021 Census is effectively to be waived through however I understand that it is possible in some circumstances to have the order annulled.

Therefore, I request as a matter of urgency that everyone with an interest in this issue and concern for the fundamental human rights of sections of society that the government wants to keep invisible contacts their local parliamentary representative and demand a third, neutral option under the mandatory requirement to indicate ‘Sex’ in 2021 Census questionnaire.
